美国国籍法（谷爱凌是归化还是入籍）

外国高端人才A类是指符合“高精尖缺”和市场需求导向，中国经济社会发展需要的科学家、科技领军人才、国际企业家、专门特殊人才等，以及符合计点积分外国高端人才标准。外国高端人才可不受年龄和工作经历限制。

Foreign high-endtalents (Category A) refer to scientists, leading scientists inscience and technology, international entrepreneurs, special talentsand so on who meet the needs of China's economic and socialdevelopment, and meet the points of foreign high-end talentstandards. Foreign top talent is not limited by age and workexperience.

If one of thefollowing conditions is met, it shall be c归化lassified as Category A,and the service of "green channel" and "acceptance ofshortage" shall be implemented.
符合以下任何条件之一的确定为A 类，实行“绿色通道”和“容缺受理”服务。
(I)Those selected for the plan for the introduction of domestic talents

（一）入选国内人才引进计划的

Candidates who havebeen selected in the talent introduction plan (See Statement凌 ofAchievement Standards 1) approved by the Organization Department ofthe Communist Party of China Central Committee, Human Resource谷爱sDepartment of Social Security, State Administration of ForeignExperts Affairs, or approved by the department in charge of talentsat or above the vice-provincial level.

经中共中央组织部、人力资源社会保障部、国家外国专家局批准或备案同意的副省级以上人才主管部门认定的人才引进计划（见美国成就标准说明1）的入选者。
(II)Meeting internationally recognized standards for the recognition ofprofessional achievements

（二）符合国际公认的专业成就认定标准的

1. Nobel Prizewinners (Physics, chemistry, physiology or Medicine, economics).

2. Winners of thefollowing awards: National Science medal and National Medal fortechnological innovation; Scientific research Medal of nationalscientific research center of France; Royal gold medal; Copley medal;Turing prize; Fields Award; Wolff mathematics Award; Abel Award;Lasker prize; Crawford Award; Japan International Award; Kyoto prize;Shaw Award; Famous Architecture Award (See Statement of AchievementStandards 2) ; Prestigious Industrial Design Award (see Statement ofAchievement Standards 3).

2.以下奖项获得者：美国国家科学奖章、美国国家技术创新奖章；法国还是全国科研中心科研奖章；英国皇家金质奖章；科普利奖章；图灵奖；菲尔兹奖；沃尔夫数学奖；阿贝尔奖；拉斯克奖；克拉福德奖；日本国际奖；京都奖；邵逸夫奖；著名建筑奖（见成就标准说明2）；著名工业设计奖（见成就标准说明3）。

3. Academicians ofnational academies of science and engineering.

4. Has served as theInternational Organization for Standardization (ISO-RRB- and otherinternationally renowned academic institutions (See Statement ofAchievement Standards 4) and international organizations of scienceand education, members, directors.

4.担任过国际标准化组织（ISO）等国际知名学术机构（见成就标准说明4）和科教类美国国际组织委员、会员、理事的。

5. Head of NationalInstitutes or National Laboratories, Senior Research Fellow.

5.各国国立研究所或国家实验室主任负责人、高级研究员。

6. Head, chiefscientist or key member of National Science and Technology program.

6.各国科技计划项目成果负责人、首席科学家或主要成员。

7. Served as theinternational hig是h-level sc谷爱ientific and technological journals (JCRArea 1,2) is, deputy editor-in-chief and senior members.

7.担任过国际高水平科技期刊（JCR一、二区）正、副总编和高级会员。

8. Three papers werepublished by the first author or the corresponding author in theInternational high-level sci-tech Journal (JCR Area 1 and 2) .

8.以第一作者或通讯作者（含同等贡献作者）在国际高水平科技期刊（所在专业领域《期刊引用报告》JCR一、二区）发表论文3篇。

9. Having held amiddle-level or above management position in a high-level universityoutside the country (territory) or been engaged as a professor or anassociate professor.

9.曾任国（境）外高水平大学中层以上管理职务或聘为教授、副教授的。

10. He has heldsenior management positions and key members of Technology R & Din the headquarters of Fortune 500 companies (See Statement ofAchievement Standards 5), at least deputy general manager of thesecond-level company or regional headquarters, and leader ofTechnology R & D.

10.曾任世界500强企业（见成就标准说明5）总部高层管理职位和技术研发主要成员、二级公司或地区总部副总经理以上管理职位、技术研发负责人。

11. He has heldsenior management positions in leading international financialinstitutions (See Statement of Achievement Standards 6) and leadinginternational accounting networks and associations (See Statement ofAchievement Standards 7).

11.曾在国际著名金融机构（见成就标准说明6）、国际著名会计师事务所（见成就标准说明7）高层管理职位任职。

12. President,vice-president, Professor and Associate Professor of theworld-renowned schools of music, fine arts and fine arts (SeeStatement of Achievement Standards 8).

12.世界著名音乐、美术、艺术学院校长、副校长及教授及副教授（见成就标准说明8）。

13. As principalconductor and voice player of a world-famous orchestra (See Statementof Achievement Standards 9).

14. An artist whohas performed in one of the world's best-known opera houses (SeeStatement of Achievement Standards 10) or concert halls (SeeStatement of Achievement Standards 11).

14.曾在世界著名歌剧院（见成就标准说明10）或音乐厅（见成就标准说明11）以个人专场出演的艺术家。

15. He has won theprestigious literature award (See Statement of Achievement Standards12), the prestigious film, television, Drama Award (See Statement ofAchievement Standards 13), the prestigious music award (See Statementof Achievement Standards 14), the prestigious advertising award (SeeStatement of Achievement Standards 15) and the prestigiousinternational arts competition (See Statement of AchievementStandards 16).

15.曾获著名文学奖（见成就标准说明12）、著名电影、电视、戏剧奖（见成就标准说明13）、著名音乐奖（见成就标准说明14）、入籍著名广告奖（见成就标准说明15）中最高级别个人奖项及国际著名艺术比赛（见成就标准说明16）一类比赛大奖、一等奖或二类比赛大奖个人奖项及曾担任过以上奖项和比赛的评委。

16. The World Cup,World Championships and other major international events (SeeStatement of Achievement Standards 17) that have been included in theOlympic Games or in the last two Olympic events are in the top eightand the Asian Games or in the last two Asian Games are in the topthree athletes of the Asian Cup, Asian Championship, head coach orcore member of the coaching team responsible for their training.

16.奥运会或近两届列入奥运会项目的世界杯、世锦赛及其他重要国际赛事（见成就标准说明17）进入前八名和亚运会或近两届列入亚运会项目的亚洲杯、亚锦赛前三名的知名运动员、负责培养的主教练或教练组核心成员。

17. Having held aleading post at the ministerial level or above in a foreigngovernment agency, or a senior leading post in a prominentinternational organization or non-governmental organization (SeeStatement of Achievement Standards 18).

17.曾在外国政府机构担任部长级以上领导职务、在著名国际组织或非政府组织（见成就标准说明18）中担任高级领导职务的。

18. Winners of theworld and national skill competitions or professionals engaged in thetraining of their competition projects; high-skilled personnelholding the highest international vocational skill qualificationcertificate or the professional skill qualification certificate ofChina's senior technicians.

18.世界及国家级技能大赛获奖者或从事其竞赛项目培训的专业人才；持有国际通用最高等级职业技能资格证书或我国高级技师职业技能资格证书的高技能人才。
(III)foreign talents who meet the needs of market-oriented and encouragingposts

（三）符合市场导向的鼓励类岗位需求的外国人才

1. Personnel withsenior managerial or technical positions employed by enterprisesaffiliated to the central government and their secondarysubsidiaries, global or regional headquarters of Fortune 500enterprises, National high-tech Enterprises (recognized by scienceand technology departments at or above the provincial level), andlarge enterprises (See Statement of Achievement Standards 19).

1.中央所属企业及二级子公司、世界500 强企业全球或地区总部、国家高新技术企业（省级以上科技部门认定）、大型企业（见成就标准说明19）聘用的具有高级管理或技术职务的人员。

2. Personnel withsenior management or technical positions who work in the enterpriseengineering research centers (designated 国籍法by the development andreform departments) , engineering laboratories (designated by thedevelopment and Reform Departments) , engineering technology researchcenters (designated by the science and Technology Departments) ,enterprise technology centers (designated by the informationtechnology departments) and local technology innovation serviceplatforms (designated by the science and Technology Departments) asdesignated by the state.

2.在国家认定的企业工程研究中心（发展改革部门认定）、工程实验室（发展改革部门认定）、工程技术研究中心（科技部门认定）、企业技术中心（经信部门认定）及地方技术创新服务平台（科技部门认定）工作的具有高级管理或技术职务的人员。

3. The chairman,legal representative, general manager or chief technical expertemployed by medium-sized domestic and foreign enterprises (SeeStatement of Achievement Standards 19) who hold senior management ortechnical positions, or by small-sized foreign-invested enterpriseswhich are in line with the entries of the "Directory ofindustries for the guidance of foreign-invested industries" andthe "Directory of industries for the advantages offoreign-invested Midwestern Sectional Figure Skating Championships".

3.国内外中型企业（见成就标准说明19）聘用的具有高级管理或技术职务的人员或符合《外商投资产业指导目录》鼓励类产业条目和《中西部地区外商投资优势产业目录》条目的小型外商投资企业聘请的董事长、法定代表人、总经理或首席技术专家。

4. Personnelemployed in senior management positions or associate professors,associate researchers, senior lecturers, senior internshipinstructors and other professional and technical positions at orabove the deputy senior level in institutions of higher learning orscientific research institutions.

4.受聘担任高等院校、科研机构高层以上管理职务或副教授、副研究员及职业院校聘任的高级讲师、高级实习指导教师等副高级以上专业技术职务的人员。

5. The generalhospitals of入籍 the third-class in China or the special hospitals of thecities above the vice-provincial level or the foreign-fundedhospitals employ persons who hold senior management positions orprofessional and technical positions above the vice-senior level.

5.国内三甲综合医院或副省级以上城市专科医院或外资医院聘任担任高级管理职务或副高级以上专业技术职务的人员。

6. Principalconductor, artistic director and principal performer employed byleading domestic orchestras and other arts groups (See Statement ofAchievement Standards 20).

6.国内一流乐团等艺术团体（见成就标准说明20）聘用的首席指挥、艺术总监及首席演奏员。

7. Senior managementor technical posit是ions such as editor-in-chief, deputyeditor-in-chief, Top Caster, senior moderator, head of planning, andhead of layout国籍法 design, as appointed by the Central and localmainstream media (See Statement of Achievement Standards 21).

7.中央和地方主流媒体（见成就标准说明21）聘任的总编、副总编、首席播音员、资深主持人、策划主管、版面设计主管等具有高级管理或技术职务的人员。

8. A principalathlete, head coach, or core member of a coaching team employed by anational or provincial sports team or club.

8.国家级、省级运动队或俱乐部聘请的主力运动员、主教练或教练组核心成员。

9. Foreign talentswhose average salary is not less than 6 times the average socialsalary of the previous year in the region.

9.平均工资收入不低于本地区上年度社会平均工资收入6 倍的外籍人才。
(IV)people with ability to innovate and start businesses

（四）创新创业人才

1. With its ownintellectual property right or proprietary technology such as majortechnological inventions and patents, the founder of an enterprisewhose investment has been stable for three consecutive yea凌rs, whoseactual investment has accumulated to no less than 500,000 US dollarsand whose individual shares are no less than 30% .

1.以拥有的重大技术发明、专利等自主知识产权或专有技术出资，连续三年投资情况稳定、企业实际投资累计不低于50 万美元、个人股份不低于30%的企业创始人。

2. With its ownintellectual property 还是right or proprietary technology such as majortechnological inventions and patents, chairman of the Board ofdirectors, legal representative, general manager or chief technicalexpert of an enterprise whose annual sales amount is above RMB 10million or whose annual tax amount is above RMB 1 million for threeconsecutive years.

2.以拥有的重大技术发明、专利等自主知识产权或专有技术出资，连续三年年销售额1000 万元人民币以上或年纳税额100 万元人民币以上的企业董事长、法定代表人、总经理或首席技术专家。

3. Personnel withsenior managerial or technical positions employed by units that areincluded in the list of innovative enterprises or the list ofscientific and creati归化ve occupations drawn up by the relevantdepartments at the provincial level.

3.列入省级有关部门制定的创新企业清单或科创职业清单的单位聘请的具有高级管理或技术职务的人员。

(V)quality young talent
（五）优秀青年人才

Young talents under40 years of age engaged in postdoctoral research in high-leveluniversities outside China or in Chinese universities.

40岁以下在国（境）外高水平大学或中国境内高校从事博士后研究的青年人才。
(VI)points counted above 85

（六）计点积分在85 分以上
